厦门新闻广播“祝你平安”[新闻图集]

<DIV>     陈炳发携带一本“市民平安宝典”手册上台发言的。他说，平安是家家户户的共同利益和首要追求，但这项工作不能只由政府来做，市民也应掌握防范技能，让犯罪分子无从下手。</DIV>
